At 45 × 36 × 20cm it matches easyJet's published free under-seat size of 45 × 36 × 20cm exactly, so it fits that sizer only while it is not overpacked. It is larger than Ryanair's free personal bag (40 × 30 × 20cm) and would need Ryanair's paid 10kg cabin bag allowance (55 × 40 × 20cm), which it sits inside.
